Property Management Registration (PMR)

As of September 28th 2019 Property Management Licensing will be compulsory in SA.

until ALL Property Managers must be licensed


Property Managers can register from February 1st 2019.


Requisite training approved for registration as a property manager:

  1. CPPDSM4007A – Identify legal and ethical requirements of property management to complete agency work
  2. CPPDSM4009B – Interpret legislation to complete agency work
  3. CPPDSM4010A – Lease property
  4. CPPDSM4011A – List property for lease *
  5. CPPDSM4013A – Market property for lease *
  6. CPPDSM4015B – Minimise agency and consumer risk
  7. CPPDSM4016A – Monitor and manage lease or tenancy agreement *
  8. CPPDSM4017A – Negotiate effectively in property transactions
  9. CPPDSM4020A – Present at tribunals *

Sales representatives that wish to undertake property management will need to be additionally registered with a condition on their registration card. There are generally four units that sales representatives are not currently required to complete (these are marked with an asterisk * above). 

Land agents will not be required to undertake any further training.

Definition of Property Manager



Land Agents (Registration of Property Managers and Other Matters) Amendment Act 2017

An Act to amend the Land Agents Act 1994.

5--Amendment of section 3--Interpretation

(1) Section 3--after the definition of mortgage financing insert:

property manager means a person who, for or on behalf of an agent--

(a) grants leases, tenancy agreements or licence agreements in relation toland (whether or not that land is to be used for residential purposes or for the purposes of a business); or

(b) induces or attempts to induce, or makes representations or negotiates with a view to inducing, a person to enter into such leases or agreements; or

(c) ensures compliance with the terms and conditions of such leases or agreements; or

(d) performs a function of a kind prescribed by regulation for the purposes of this paragraph,

under the Land Agents Act 1994

5A--Registration as property manager subject to conditions relating to training and supervision

For the purposes of section 8BB(4) of the Act, a property manager will not be taken to be properly supervised unless the property manager is under the direct supervision of a person who is--

(a) a registered agent; or

(b) a registered property manager (other than a property manager registered under section 8BB of the Act) who has been a property manager (other than a property manager registered under section 8BB of the Act) for an agent, for at least 2 years or a total of at least 2 years; or

(c) a registered sales representative (other than a sales representative registered under section 8B of the Act) who--

(i) is additionally registered as a property manager (other than a property manager registered under section 8BBof the Act); and
(ii) has been a sales representative (other than a sales representative registered under section 8B of the Act)for an agent, for at least 2 years or a total of at least 2 years.
